It may just be a dirty pot but I'm unsure of how to access the crossover as speaker seems an enclosed system. The other speaker works well and sounds as it should. One side has black marks and that was used as the bottom of speakers. The cabinets have some wear as shown.

See photos for details. This is a nice vintage pair of Gale GS401 speakers. Because of the treble issue I'm selling them as is shown for parts or repair. I think the crossover will need repaired or replaced to fix treble adjustment.
